McKinley Park and Swimming Pool Renovation Project (WR21017) 

Background

• Proposition 68, which provides funding to the Statewide Park Development and Community Revitalization Program, was passed by voters on June 6, 2018.
• On July 16, 2019, Council adopted Resolution 2019-07-16-1404-03 authorizing the City Manager to submit a grant application for the McKinley Park and Swimming Pool Renovations project.
• The City was successful in competing for the Proposition 68 grant and was awarded $8.5 million for design and construction of park improvements.
• In addition, the City received $2.7 million in SB129 Budget Act 2021 and $1.8 million in SB154 Budget Act 2022 funding for the project.
• The City was awarded $750,000 in Round 4 of Transformative Climate Community (TCC) grant funding to add Low Impact Development improvements to the existing eight street parking lot and to plant trees in the park.

Project Description

Extensive community outreach was conducted when applying for the initial Proposition 68 funds.
Community priorities included the following park renovations and improvements:

• New picnic shelters, new ball fields, new play area, new restroom, basketball courts, futsal courts, soccer fields, new trees, landscaping and irrigation system modification, path lighting, one parking lot modification, parking lot resurfacing, low impact development improvements to the parking lot, swimming pool and bath house renovations.
• A project concept plan was prepared by Callander Associates and submitted with the grant proposal to the State.

• The Project Team includes:
• Community Services Department
• Public Works Department
• Design Consultant – Callander Associates
• Contractor – To be determined

Project Schedule and Status Updates

• The project was approved and included in the FY 2020-25 Five-Year Capital Improvement Plan.
• City Council awarded the design contract on January 26, 2021, to Callander Associates.
• Design was completed in May 2023.
• A pre-qualified list of bidders is being established to identify contractors qualified to perform the construction renovation of a project of this size and complexity. This list is currently slated for recommendation and adoption at the September 2023, City Council meeting.
• Advertising for construction bids is planned for October 2023.
• Award of the construction contract is anticipated in March 2024, with a construction completion timeline by summer 2025.

Total funding is $15.63 million:

• Proposition 68 Grant – $8.5 million
• SB129 Budget Act 2021 – $2.7 million
• TCC grant – $750,000
• SB154 Budget Act 2022 – $1.8 million
• Measure M – $1.88 million
