Building Plan Submission is Paperless

The Permit Center uses a paperless plan submission. Plans must be submitted electronically by email, online, or in person at the Permit Center counter. If coming to the counter, plans should be brought in on a USB flash drive or CD. With the electronic plan program, customers can save on printing costs and easily check plan status online at any time. Learn more on the Building Permit Plan Check page.

Permit Applications Via Email

For permits not yet available through Accela, applications can be downloaded, completed, signed, and returned digitally. Permit Center Technicians will review and reply to emails. Permit Center Technicians are available by phone at (209) 937-8561.

Inspections

Residential Inspections

  • All inspections will continue within State Guidance and include physical distancing of at least 6 feet from others on-site.
  • City of Stockton Building Inspectors will enter occupied buildings for inspection purposes at their discretion during the current public health emergency, COVID-19. Virtual inspections may be an option for some projects. For most projects, if an inspector must enter a building, someone must be present at the job site.
  • If the customer has any concerns with a building inspector being present on-site for a building inspection, customers are encouraged to indicate such at the time of inspection scheduling so that appropriate arrangements can be made.

Commercial Inspections

  • All inspections will continue within State Guidance and include physical distancing of at least 6 feet from others on-site. When possible, pre- or post-inspection meetings shall not be conducted within enclosed project trailers, spaces, or office areas.

Temporary Outdoor Dining Permits

The City of Stockton now offers no-cost Temporary Outdoor Dining Permits for restaurants that have space available to use public space and make use of City right-of-way. Requirements are listed in the permit application and in the Local Emergency Order documents:
