Neighborhood Plans

Neighborhood Action Plans for three targeted Study Areas (South Airport Way, Little Manila/Gleason Park, and Cabral/East Cabral Station Area) will establish strategies for removing barriers to housing production and encouraging the development of new housing. The Plans are being prepared in collaboration with residents and housing developers through a series of community events.

 

The Neighborhood Action Plans include: 

  • Assessment of existing conditions in each Study Area. 
  • Identification of vacant sites that could accommodate new housing.
  • Examples of residential development types that can be successful .
  • Objectives and actionable steps aimed at improving housing opportunities and other existing conditions in each Study Area.
  • Potential partners the City may be able to collaborate with to achieve the Plan objectives.

 

Study Areas

South Airport Way, Little Manilla/Gleason Park, and Cabral/East Cabral Station Area are three catalytic areas that can benefit from additional planning efforts. These areas were selected because they are: 

  • Included in the 2040 Envision Stockton General Plan (see Figure 2-5) as “exemplifying sites in needStudy Area Map of investment to fuel positive change.” 
  • Eligible for City efforts under a 2020 California Strategic Growth Council $10.8 million Transformative Climate Communities (TCC) Grant that includes multiple partners and projects to reduce greenhouse gas emissions, strengthen the local economy, and improve public health. 
  • Within the South Stockton Promise Zone (SSPZ), where federal and local partners collaborate to boost economic activity, improve educational opportunities, reduce crime, and leverage private investment to improve quality of life. 
  • Part of the Stockton Opportunity Zone (SOZ) a program that offers tax incentives programs for investment in low-income communities through a Qualified Opportunity Fund. 
  • Mapped by the State Housing and Community Development Department as low-resource areas, with the need to improve access to adequate infrastructure, employment, and housing.   
  • A portion of the Cabral/East Cabral Station Area also is within the San Joaquin Regional Rail Commission (SJRRC) planning area, which promotes transit-oriented housing to complement the expansion of SJRRC rail services.  

 

Please note that the boundaries for the Study Areas shown on the above map are not meant to represent official neighborhood boundaries, and the objectives and actions included in the Neighborhood Action Plans may be applicable to areas outside of the Study Area boundaries.

Community Engagement to Date

Community engagement is key to ensuring that the Neighborhood Action Plans address the needs of each area. The City held an open house in the fall of 2022 and provided information at pop-up events in each Study Area. An online survey was also made available for community input. In June 2023, the City held open house events in each Study Area to get input on the draft actions for the Neighborhood Action Plans. Staff will continue outreach throughout the summer.
