Land Inventory

The Land Inventory overlaps both the Housing Element Update and the Housing Action Plan efforts and focuses on the analysis and development potential of properties. The Land Inventory includes three main topics:  

  • Housing Element RHNA Sites - Government Code Section 65883(a)(3) requires cities and counties to prepare an inventory of land suitable for residential development. The City is required by law to update its General Plan Housing Element in order to demonstrate the City has enough land to satisfy its fair share of the Regional Housing Needs Allocation (RHNA).
  • Housing Action Plan Priority Sites - Properties that are well-positioned for various housing development and have the potential to become positive catalysts for the neighborhoods that surround them. The City will not develop these sites but use them as a proactive tool to encourage positive changes in those neighborhoods.
  • Zoning Map Amendments - The City had previously initiated zoning map clean-ups that are now being reviewed as part of the Land Inventory process, due to the potential impact of these changes on the Housing Capacity Analysis.
