Housing Action Plan

The Housing Action Plan (HAP) will be a process and resource-oriented document to increase housing production by serving as a toolkit for residents, housing developers, and nonprofits interested in establishing all housing types in the City of Stockton. The HAP will not create new housing policy or zoning standards but outline the housing development process and make recommendations on how it can be improved, or additional housing resources can be attained. The HAP is not regulated by the State and is intended to be used as a tool in creating more housing.

 

Workshops

In addition to stakeholder and property owner meetings, the following Housing Element related Workshops are scheduled.

  • Land Inventory Public Workshop #1 (Priority Sites Discussion)

  • Land Inventory Priority Site Owners Meeting (Priority Sites Discussion)

Timing

For the adoption of the HAP, the City anticipates the following timing for the effort:

  • Public Outreach and Workshops- August 2022 to April 2023
  • Submittal of Draft to the California Department of Housing and Community Development (HCD)
  • Adoption of Housing Element and possible Housing Action Plan (HAP)- Winter 2023
  • HCD Certification of Adopted Housing Element- Early 2024
