Housing Element

The Housing Element is a component of the Envision Stockton 2040 General Plan, which provides a guiding housing policy for all growth and development within Stockton. The Housing Element must be updated every eight years and is subject to detailed statutory requirements and mandatory review by the State Department of Housing and Community Development (HCD).

NEW! Revised Draft of Housing Element

The draft 6th Cycle (2023-2031) Housing Element was circulated to residents, stakeholders, and City departments for comments from April 12, 2023, to May 12, 2023.  Based on feedback received, the Draft Housing Element was revised and submitted to the California Department of Housing and Community Development (HCD) on June 6, 2023. HCD is responsible for reviewing the Draft Housing Element for consistency with State Housing Law before adoption and certification. The following items reflect the submittal to HCD and respond to feedback received.

Relationship to other Shape Stockton Efforts

The Housing Element serves as the policy document for all City efforts pertaining to Housing. This includes the Housing Action Plan, Neighborhood Action Plan, and Development Code efforts. The Housing and Neighborhood action plans will build from the policy work conducted as part of the Housing Element and are intended to be implementation plans for the 2023-2031 Housing Element adoption goals and policies.

Safety Element

State law requires that the City update its Safety Element as a companion to the updated Housing Element. As a part of this work, the City is preparing a Climate Change Vulnerability Assessment and an analysis of Stockton’s evacuation routes.
