City of Stockton Residential and Non-residential Eviction MoratoriumRed ArrowDecember 13, 2022

The City Council approved ordinances amending the moratoriums on residential and non-residential tenant evictions where the failure to pay rent was a result of COVID-19. Moratoriums will end on the same day as both the City and State Declaration of COVID emergency, which is February 28, 2023.

The Stockton City Council approved Motion 2022-12-06-1501 ending the Proclamation of the Existence of a Local Emergency, dated March 12, 2020, ending the COVID-19 State of Emergency in the City of Stockton, effective February 28, 2023.

Regional Stay Home Order - Ended January 25, 2021

The State of California has ended the Regional Stay Home order, returning San Joaquin County to the Purple Tier 1, which is considered widespread. For information about the Purple Tier and State Guidances, please visit the State of California Blueprint for a Safer Economy.

 

Regional Stay Home Order

The State of California issued a Regional Stay Home Order for San Joaquin Valley, as the region fell below hospital ICU (Intensive Care Unit) capacity of 15%. The San Joaquin Valley region includes the following counties: Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, Tuolumne

The following Limited Stay At Home Order is in effect in addition to the Regional Stay Home Order. 

 

Stay At Home Orders - Updated November 19, 2020, & Supplement Issued December 22, 2020

The State of California issued a Limited Stay at Home Order on November 19, 2020.  San Joaquin County updated its Stay at Home Order, effective November 17, 2020. A supplement was issued to the order on December 22, 2020. 

 

State of California Blueprint for a Safer Economy

The State of California has introduced a new Blueprint for a Safer Economy that is effective August 31, 2020. The current status of activities and businesses is available for each county on the State's website. The new system introduces a tiered system.

August 31, 2020 - San Joaquin County Stay at Home Order

San Joaquin County has rescinded prior orders and issued a new order to align with the State Blueprint for a Safer Economy.  The following orders are now in effect:

July 13, 2020 - State and County Require Certain Sectors to Close Indoor Activities

Due to an increase in cases, hospitalizations, and deaths, the following sectors are required to modify operations to provide services outside or by pick-up only, beginning immediately:

  • Gyms & Fitness Centers
  • Worship Services
  • Protests
  • Offices for non-essential sectors
  • Personal care services, including nail salons, body waxing, and tattoo parlors
  • Hair salons and barbershops
  • Indoor shopping malls

 

July 1, 2020 - State Requires Certain Business Sectors to Modify

Due to the significant increase in the community spread of COVID-19, the California Department of Public Health Services orders certain business sectors to close indoor operations in 19 counties on the Monitoring List, which includes San Joaquin County: Restaurant Dine-In, Wineries & Tasting Rooms, Card Rooms. Outdoor operations may continue with appropriate modifications, including physical distancing and face coverings. 

  • Bars, breweries, brewpubs & pubs to be closed, both indoor & outdoor.
  • Guidance for Places of Worship, Religious Services & Cultural Ceremonies, and Fitness Facilities updated by the State.

 

June 18, 2020 - State Guidance for the Use of Face Coverings

Effective June 18, 2020, the California Department of Public Health Service issued Guidance on the Use of Face Coverings, requiring the use of face coverings in California in public or common spaces.

  • CDPH Guidance on the Use of Face Coverings
  • Required in most public settings and areas
  • Exemptions apply for persons under 2-years of age, those with medical conditions, hearing impaired persons, when seated at a restaurant, or during outdoor activities.

March 24, 2020 - City of Stockton Affirms State Stay at Home Order

Business Eviction Moratorium, Emergency Response Fund Allocation

City Council held its first virtual online meeting and took action related to COVID-19:

  • Adopted an Urgency Ordinance - Business Eviction Moratorium
  • Allocation of Emergency Coronavirus Response Fund - $1,235,000
  • Resolution affirming the State of California Stay at Home Order
  • City Manager has extended business licenses due date for City business to June 15, 2020.

March 19, 2020 - State Stay at Home Order 

Gov. Newsom issued a Stay at Home Executive Order for all of California. Certain essential businesses and services will remain open.

 

March 17, 2020 - City of Stockton Local Emergency Ratified

Mass Gatherings, Residential Evictions Moratorium, Price Gouging

Stockton City Council took the following actions:

  • Ratified Local Emergency Proclamation declared March 12, 2020;
    • approved mass gathering guidelines of state, federal and local authorities, and national disease and health organizations; and
    • supports City and county enforcement of price gouging restrictions.
  • Enacted a two-month moratorium on residential evictions in certain circumstances;
  • Adopted a Resolution that places temporary restrictions - through March 24, 2020 - on the operation of:
    • movie theaters and entertainment venues, which includes bowling alleys and arcades;
    • gyms and fitness centers; and
    • limits restaurants, delis, and other food venues to delivery, takeout or drive-thru.
  • Established an Emergency Coronavirus Response Fund (criteria for use to-be-determined)

 

March 12, 2020 - City of Stockton Local Emergency Proclamation

Adopts California Department of Health Gathering Guidelines Policy

The City of Stockton has issued a proclamation establishing a local emergency caused by the serious health threat presented by the coronavirus. In addition, the City adopted a policy prepared by the California Department of Public Health related to gatherings to slow the rate of transmission of coronavirus.
