American Rescue Plan Act
The American Rescue Plan Act (APRA) established the Coronavirus State Fiscal Recovery Fund has provided $350 billion in assistance to eligible state, local, territorial, and Tribal governments to support COVID-19 economic recovery efforts.
Based on the City of Stockton census data, $78,052,072 has been allocated to the City of Stockton. The first half, $39,026,036, was received in June 2021, and the second half was received in June 2022. All funds must be obligated by December 31, 2024, and must be expended by December 31, 2026.
Mobile Community Response
Crisis Response Team
An example of a program funded through ARPA is the Mobile Community Response, Crisis Response Team. In partnership with the City of Stockton, Community Medical Centers offers an alternative to 9-1-1 for Stockton community members in need of behavioral health services.

- This helpline is for non-violent individuals with mild to moderate symptoms.
ARPA Objectives
Funding objectives include relief to:
- Support urgent response efforts that continue to decrease the spread of the virus and bring the pandemic under control;
- Replace lost revenue and strengthen vital public services and help retain jobs;
- Support immediate household and business economic stabilization; and
- Address systemic public health and economic challenges that have contributed to the inequal impact of the pandemic.
This can include support for households, small businesses, impacted industries, essential workers, and communities hit hardest by the COVID-19 public health crisis. These funds can also be used to make necessary investments in water, sewer, and infrastructure.

American Rescue Plan Workshops
The Stockton City Council held a workshop on February 16, 2022, to review plans for the use of over $78 million in funding available to the City of Stockton.
