City Response
Personal Protection Equipment (PPE) Distribution
The City distributed an assortment of personal protective equipment (PPE) to more than twenty non-profit organizations at each of two distribution events, in August 2020 and December 2020. These organizations perform a wide range of economic, social, and cultural activities for the benefit of the Stockton community, many of which require face-to-face interaction with clients and partnered with the City to provide supplies to small businesses and community members. The PPE supplies enabled the organizations to continue serving the Stockton community in a safe and sanitary environment.

Stockton Fire Department
The Stockton Fire Department (SFD) is committed to providing emergency and non-emergency customer service and play a pivotal role in homelessness response.
Calls for Service
In 2020, SFD began tracking calls for service to homeless communities. Since January 2020, SFD has responded to 6,916 calls for service related to homelessness; 3,605 were related to fires. Calls for service to the homeless communities were 17% of all SFD calls through mid-November.
HOT Team Impact
The SFD is one of the lead agencies as part of the COVID-19 Homeless Outreach Team (HOT) directly contacting over 1,330 unsheltered individuals and providing education, information, and access to food, shelter, health screening, COVID-19 testing, and vouchers for obtaining California ID cards.
Economic Development Department
The Economic Development Department (EDD) oversees the City of Stockton's Housing and Homelessness efforts by providing funding opportunities, managing grants, and distributing funding to community-based organizations and local nonprofits.
Working with San Joaquin County
The City's Economic Development Department participates in the San Joaquin Continuum of Care and works collaboratively with the county and nonprofits to advance the goals of the San Joaquin Community Response to Homelessness Strategic Plan.
Public Works
The Stockton Public Works Department is responsible for street maintenance, garbage, traffic planning, and construction projects. The departments play a key role in keeping City property clean and works collaboratively with other governing jurisdictions, such as Caltrans, which manages property within the City limits as well.
Encampment Clean-ups
Alongside the Stockton Police Department, the Public Works Department conducts two to three major cleanups each month. In 2020, homeless encampment cleanups have taken place on multiple occasions in the following areas:
- Downtown
- Mormon Slough
- Calaveras River
- White Slough
- Fourteen Mile Slough
So far, in 2020, 1,088 tons of waste - 707 dump truck loads of garbage, junk, and debris - has been removed from City streets and property.
Police Department
The Stockton Police Department (SPD) responds to community concerns regarding the often unsanitary and dangerous conditions associated with homeless encampments by working collaboratively with other City departments and partnering with other government agencies and community partners to mitigate health and safety concerns, including the Homeless Outreach Teams (HOT).
LEAD Program
SPD also operates a Law Enforcement Assisted Diversion (LEAD) Program, partnering with the San Joaquin County Probation Department, District Attorney's Office, Public Defender's Office, Sheriff's Office, Collaborative Courts, and Behavioral Health Services. The program focuses on individuals that have committed low-level criminal offenses who have mental health and/or substance abuse disorders. The LEAD Program connects individuals with treatment services with the end goal of placing the individual into stable housing.
