Employee Benefits

Annual open enrollment occurs in May. Employees may change health plan elections during the open enrollment period. Employees can make changes outside of the open enrollment period under a Qualifying Life Event (QLE) within 60 days of change. QLEs include, but are not limited to: 

  • Birth or adoption of baby or child
  • Gain or loss of other healthcare coverage
  • Marriage
  • Divorce

Employees can process QLEs directly in the City's enrollment platform using the Employee Self Service ESS (also listed in External Links below). In addition, please forward the following applicable supporting documentation to the Benefits Division via email at benefits@stocktonca.gov.  Documentation may include birth certificate, marriage certificate, or Registered Domestic Partnership certificate.

Benefit Enrollment Verification Required

To enroll a spouse, registered domestic partner and/or eligible children in the City of Stockton's medical, dental, and vision benefit plans, you must provide the following applicable documents:

  • Marriage Certificate or Domestic Partnership Certificate
  • Birth Certificate(s) for children only

When enrolling a Registered Domestic Partner in your health insurance, you must complete The City of Stockton Registered Domestic Partner Dependent Certification Form.
