The City of Stockton offers a comprehensive benefits package for employees and their eligible dependents to support the City's recruitment and retention efforts.

 

The Benefits Division administers the following employee benefits programs:

  • Health Benefits
  • Retirement Benefits
  • Employee Assistance Program
  • Ancillary Benefits

 

Medical Benefits

The City offers five medical plan options:  

  • Kaiser Permanente - Point of Service Plan 

  • Kaiser Permanente – No-Deductible HMO Plan 

  • Kaiser Permanente – High Deductible Health Plan 

  • Sutter Health Plus – HMO Plan 

  • Sutter Health Plus - High Deductible Health Plan

Note for Operating Engineers Local #3 (OE3) - Other benefit plans may be available to this bargaining unit only.

Dental Benefits

The City offers two dental plans through Delta Dental:

  • Delta Dental PPO Plan
  • Delta Dental DHMO (DeltaCare USA)

 

Vision Benefits

The City offers one vision plan through Vision Service Plan (VSP).

   

Employee Assistance Program

The City offers an Employee Assistance Program through Halcyon EAP for employees and family members experiencing emotional or family problems, legal/financial difficulty, and/or struggling with substance abuse issues. Services include confidential assessments (up to three counseling sessions free of charge) and referral services for extended treatment. 

 

Life Insurance / Accidental Death and Dismemberment (AD&D)

Employees are also provided life insurance through MetLife with life insurance benefits of $50,000 for each employee. For some employee bargaining units, Accidental Death & Dismemberment (AD&D) benefit is provided.

 

Long Term Disability (LTD) Insurance Coverage

Miscellaneous employees are provided with long term disability insurance coverage. The benefits of this plan for each disability is approximately 66 2/3% of salary up to the maximum salary replacement amount.  

 

Section 125 Plans

The City offers the IRS Section 125 plans Health Care and Dependent Care Flexible Spending Accounts including commuter accounts such as Parking and Transit. Accounts are administered by the P&A Group. These benefits allow for pre-tax payroll deductions for:

  • FSA Medical Spending Account
  • Dependent Care Assistance Account
  • Parking Reimbursement Account
  • Transit Reimbursement Account

 

Voluntary Products
 

The City offers the following voluntary insurance products through MetLife:

  • Supplemental life insurance
  • Accident insurance
  • Hospital insurance
  • Critical illness insurance
  • Short-term disability insurance
