Economic Development Department

The Economic Development Department strives to:

  • develop jobs by attracting new businesses to Stockton, 
  • maintain a healthy business environment for existing businesses, 
  • assist small business start-ups, and 
  • provide housing for low-income residents.  

The Economic Development Department is comprised of four divisions:

 

 

Notice of Funding Availability (NOFA): 2024-2025 Community Development Block Grant  and Emergency Solutions Grant NOFA 

(For Public and Homeless Services Only)

The City of Stockton will be releasing a Notice of Funding Availability (NOFA) for Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) funds. It is anticipated that the City will receive approximately $700,000 in CDBG funding and $250,000 in ESG funding from the Department of Housing and Urban Development (HUD). The City will be seeking proposals from eligible organizations to fund eligible public service projects to directly benefit low-income families within the City of Stockton.

  • January 9, 2024, 10:30 a.m.- In-person Mandatory Application Workshop - No Exceptions - Application period opens
  • February 2, 2024, 4:00 p.m.- Application Deadline
  • February 21, 2024- Mandatory In-person application presentations
  • March 15, 2024- Annual Action Plan Public Comment Period Begins
  • April 16, 2024, 5:30 p.m.- Council public hearing: 2024/25 Action Plan (including recommendations

Mandatory In-Person Application Workshop

January 9, 2024, at 10:30 a.m.

All prospective applicants must attend a mandatory in-person application workshop on January 9, 2024 at 10:30 a.m. The workshop will be held in the Stewart Hazelton Room of the Cesar Chavez Central Library (605 N. El Dorado Street, Stockton, CA 95202). NOFA guidelines will be released at this workshop.

Notice of Funding Availability (NOFA): Broken Windows Grant Program

Notice of Funding Availability (NOFA) to announce one-time funding allocation of $250,000 for the Stockton Broken Window Grant Program. This grant program intends to ease the cost of replacing broken windows on the exterior of small business storefronts.

The City will provide Stockton business owners with one-time grant funding to alleviate the financial burden of replacing broken windows. The maximum grant amount is $800 per window, not to exceed $2,000 per business location.

 

 

 

 

Draft 2022-2023 CAPER 15-Day Public Review and Comment Period

The draft Caper for the 2022-2023 Fiscal Year is now available for a 15-day public review and comment period through September 26, 2023. The final CAPER will be submitted to HUD on September 28, 2022.

 

2023- 2024 Draft Annual Action Plan

The draft Annual Action Plan identifies specific projects that will be funded during the year to help accomplish the goals of the 2020-2025 Consolidated Plan. The Annual Action Plan includes recommended allocations of t funds for three HUD programs: Community development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG).

Stockton Neighborly Portal

Individuals and organizations can apply for various business assistance programs, grant opportunities, and housing programs using the Stockton Neighborly Portal. Contractors can also use the Stockton Neighborly Portal to register to be a preferred vendor for housing and commercial facade programs.
