Planning & Engineering Division
The Planning and Engineering Services Division is responsible for the administration of the General Plan by use of the:
- Development Code
- Subdivision Map Act
- Municipal Codes
- California Environmental Quality Act (CEQA)
- Administration of the City's Annexation program and special studies as deemed appropriate.
The Planning and Engineering Division also supports the Planning Commission and City Council on all planning related matters, as well as the Cultural Heritage Board for matters related to Historical Resources and Districts. These general activities are achieved through the specific activities and responsibilities of five distinct areas.
Planning Services
The Planning Services area is responsible for land-use conformity activities as they relate to the General Plan and Development Code. These activities include large and small development projects which range from a 1000 plus unit planned development on the fringes of the City to a use permit to allow alcohol sales in an existing restaurant. Planning services is also responsible for the maintenance of the General Plan and Development Code.
Engineering Services
The Engineering Services area is responsible for reviewing and approving development related public improvements and subdivision maps. These activities include review and approval of street improvement plans for everything from small private development projects to major subdivisions, as well as the final subdivision map process and the lot line adjustment/merger process.
Transportation Services
The Transportation and Permitting area is responsible for permitting projects/improvements in City streets and sidewalks as well as transportation planning and access management. Along with the City's transportation planning function, these activities include reviewing and issuing encroachment permits and transportation permits as well as approval of street access locations and designs.
Field Inspection Services
The Field Inspection Services area is responsible for the inspection of public improvements constructed or repaired by private (non-City) contractors and utilities. These activities include inspection of street and utility construction in new subdivisions, commercial development and the inspection of utility work in the City streets and sidewalks.
Parks Planning
The Parks Planning area is responsible for budgeting, design and construction or parks and other City recreational facilities. This section issues permits to remove Street Tree and Heritage Oak when a property owner would like to remove the tree or trees themselves. This section also monitors and operates the City's computer controlled SMART park irrigation system and assists other departments and agencies with park and recreational facility planning and operation matters.
