The Political Reform Act requires public officials to disclose assets and income that may be materially affected by their official actions. The Act requires government agencies to ensure their public officials (including City Councilmembers, board and commission members, certain employees, and consultants) disclose their interests on or before the statutory deadlines.
The City Clerk is the Official Filing Officer for the City of Stockton and responsible for:
City Councilmembers, Planning Commissioners, the Mayor, City Manager, City Attorney, and Chief Financial Officer are identified in Government Code section 87200 and required to file Statements of Economic Interests (Form 700) with the City Clerk's Office. Filings for these officers can be viewed online through the City's NetFile Public Access Portal.

In accordance with California Government Code section 53234, all City elected officials and appointed board and commission members must take two hours of State-approved local ethics training. The first certification is due within one year of taking office, then every two years thereafter. Compliance is monitored by the Office of the City Clerk.
